Saskatchewan Chamber of Commerce: Throne Speech Signals Continued Focus on Trade and Investment

October 28, 2026

FOR IMMEDIATE RELEASE – October 27, 2026

REGINA, SK –

The Saskatchewan Chamber of Commerce (the Chamber) welcomes the economic direction set out in today’s Speech from the Throne, particularly its focus on major project investment, export market diversification, and nation-building infrastructure.

“Despite global uncertainty, Saskatchewan has what the world needs, and today’s Throne Speech shows a government focused on getting it to market,” said the Chamber CEO, Prabha Ramaswamy. “Record investment and growing exports demonstrate real momentum. We look forward to working with the province to build on these gains so businesses across Saskatchewan can compete and grow.”

The Chamber supports the government’s focus on a strong and steady economy.

  • Investment momentum: The speech cites more than 60 major projects valued at over $100 billion. These include the Bell AI Fabric data centre outside Regina, the largest private capital investment in Canadian history.
  • Economic growth: Saskatchewan’s GDP reached a record high of over $85 billion in 2025. Exports have grown from $19 billion in 2007 to nearly $50 billion today, and the province trades with more than 160 countries worldwide. The Chamber supports the government’s commitment to keep working with exporters to expand markets.
  • Nation-building infrastructure: The Chamber welcomes support for an east-west pipeline and the interprovincial MOUs on a national power grid. It also welcomes nuclear-inclusive electricity planning with Alberta and the Northwest Territories.
  • Resource sector growth: The speech cites new uranium mine approvals and potash export capacity through Canpotex’s Neptune Terminal expansion. It also cites plans to more than double copper and zinc production at McIlvenna Bay, and new investments in lithium, copper, and rare earth elements.
  • Tax competitiveness: The government commits to further reductions in personal income tax in Budget 2027/28 and to an enhanced Graduate Retention Program. Both help employers attract and keep workers.
  • Targeted tariff response: The $15.6 million federal-provincial Workforce Tariff Response, over three years, supports steel and softwood lumber workers. Support is also available in manufacturing, construction, agriculture, mining, transportation, wholesale trade, and affected supply chains.
  • Workforce supports: The province is investing nearly $125 million in workforce development and career training.
  • Disaster assistance for small businesses: The Provincial Disaster Assistance Program (PDAP) has been amended to expand eligibility for individuals, small businesses, and other claimants. It also adds support for community mitigation and resilience.
  • Infrastructure protection: The Protection of Economic Infrastructure Act aims to ensure critical infrastructure and transport routes cannot be disrupted by illegal activity.

As this agenda advances, there remain opportunities to build on the commitments outlined today. Businesses would benefit from a clearer focus on reducing interprovincial trade barriers and addressing the taxes, costs, and regulatory pressures that affect competitiveness. In addition, responsible growth should be supported by a transparent path toward fiscal balance.

In an unpredictable global environment, today’s Speech from the Throne recognizes Saskatchewan’s economic strengths and the importance of business investment, workforce development, and market access. The Saskatchewan Chamber of Commerce looks forward to working with government, industry, Indigenous partners, and communities to turn these commitments into action and ensure Saskatchewan remains a competitive place to live, work, invest, and grow.
